Policy Memo: The Case for a Zero Emission Vehicle Obligation in India

This report discusses the case for legally binding policies that obligate automakers to sell zero-emissions vehicles as specified percentages of their total sales in India, to reduce the country's burden of air pollution and greenhouse gas emissions, and reliance on imported oil. This policy could be modeled after the extant ZEV mandates in California and other advanced markets, but tailored to India, to ensure that the country meets the targets for ZEV adoption that the country's government has already set. It presents recommendations for the design of ZEV obligations as well as complementary policies that could also support the ZEV market, such as investment in charging infrastructure and a low-carbon fuel standard.
